CII Suggests Framework for National GCC Policy to Boost India’s Innovation Hub Status

CII urges collaborative efforts to position India as a global innovation-driven GCC hub.

CII’s proposed framework includes setting up Digital Economic Zones, strengthening industry-academia partnerships and establishing a GCC Council for inter-ministerial coordination and Centre-State alignment.

The Confederation of Indian Industry (CII) has proposed a framework for a National Global Capability Centres (GCC) Policy aimed at positioning India as a global hub for innovation-driven GCCs. 

The framework suggests setting up Digital Economic Zones, deepening industry-academia partnerships, and establishing a GCC Council for inter-ministerial coordination and centre-state alignment. 

These components are designed to promote digital innovation and entrepreneurship, foster innovation and skill development, and facilitate coordination and alignment between different government agencies and states.

The objectives of the framework include generating 20-25 million jobs and contributing up to US$600 billion in economic impact, positioning India as a global hub for innovation-driven GCCs, and promoting balanced and inclusive regional growth by developing Tier-II and Tier-III cities. 

To achieve these objectives, the framework proposes the formulation of a national framework to guide states in promoting GCCs in emerging tier-II cities and the preparation of a Model State GCC Policy to provide a practical template for states to design their own GCC promotion policies.

India’s GCC sector has evolved significantly over the past three decades, with the country now hosting nearly half of the world’s GCCs. The sector contributes approximately US$68 billion in gross value added and is projected to rise to US$154-199 billion by 2030. 

The sector also has the potential to create 20-25 million jobs by the end of the decade, including 4-5 million direct positions. CII has called upon all stakeholders to collaborate in turning this vision into reality, emphasising the need for a coordinated effort to unlock India’s potential as a global hub for innovation-driven GCCs.

The proposed framework is anchored in three pillars – national direction, enabling ecosystem, and measurable outcomes – supported by four critical success factors: talent, infrastructure, regional inclusion, and innovation. 

By focusing on these key areas, India can create a conducive environment for GCCs to thrive and drive economic growth and innovation. With the right policies and support, India’s GCC sector can continue to grow and evolve, positioning the country as a leader in the global innovation landscape.
